The Constitution of the Galactic Empire is the Word of Law. It was laid down by the founders of the Galactic Empire and is upheld and enforced by the Imperial High Council.

IMPERIAL BODIES OF GOVERNANCE

EXECUTIVE BRANCH:

Emperor

The Imperial executive branch is headed by the Emperor. The Emperor is the head of the Imperial High Council, Commander-in-Chief of the Imperial Armed Forces, and ultimate authority in the Empire. The position is appointed for life or until the holder voluntarily resigns. In extreme cases, the Emperor can be deposed by a popular vote if sufficient evidence is brought before the High Council that he or she is abusing the power of the office or is otherwise unfit to hold the position. The current Emperor would be allowed to offer up a defense for his or her actions to the High Council before a decision is voted on. In the event an Emperor is deposed, the Grand Vizier would immediately take office and an emergency vote would be held to determine his or her replacement. Until a replacement is found, the Grand Admiral and Supreme Commander will share the responsibilities of the Grand Vizier office.

The Emperor has the authority to override decisions made by the High Council as well as bypass the High Council in times of emergency. However, the High Council, with an emergency vote in conjunction with the Regional Governors (the Moffs), can, by a vote of ¾, overturn a decision by the Emperor. The Emperor may appeal but must defer to the final judgment of the emergency council vote. If there be a tie or for some other reason an inability for the High Council to reach a decision, it will be the Emperor’s responsibility to cast the deciding vote. If the Emperor is for some reason unavailable, the responsibility would fall to the Grand Vizier.


Grand Vizier

The Imperial Grand Vizier is in charge of handling day-to-day affairs and keeping the Emperor informed of all new developments. He or she is given the authority to act in the Emperor’s stead but is ultimately answerable to the Emperor. The Grand Vizier delegates the Emperor’s orders to the High Council members, who then pass on the orders to their own people. He or she handles most of the questions and complaints, however is free to pass them on to the Emperor to answer if, for any reason, they are unable to address them.

Being the senior most member of the High Council save the Emperor him/herself, the Grand Vizier will act as tie breaker in the event the Emperor cannot be reach or is otherwise unable to perform said responsibility. The various department heads all report directly to the Grand Vizier, who then reports to the Emperor.

Like the Emperor, the Grand Vizier position is appointed for life. However, the Emperor has authority to remove the Grand Vizier from office and either appoint a replacement or, if there be multiple qualified individuals, put the matter to a vote. Should a Grand Vizier be convicted of abusing the position or otherwise acting in a manner unfit of the office, he or she may be removed through the same process as the Emperor.

The final responsibility of the Grand Vizier is to represent the interest of the Empire when dealing with nations that the Empire has unfavorable diplomatic relations with.


Imperial High Council

The Imperial High Council consists of the Emperor, Grand Vizier, Minister of War, Defense Minister, Commerce Minister, Adjutant Marshal, Viceroy of the Trade Federation, Director of the Imperial Science and Research Department, Director of Imperial Intelligence, Grand Master of the Jedi Order, and the Grand Moff, and is in charge of writing and passing laws, appointing new officers, voting on important matters, and running the Empire on a day to day basis. Matters concerning war, member expulsion, crimes against the Empire, internal crimes, new alliances, etc. will be vote on by the High Council. If for any reason a decision cannot be reached, the Emperor will be the deciding vote. All votes will be public with the exception of top secret matters, on which the vote will be held in the Imperial High Council Chambers. A ruling by the Imperial High Council may be protested by the Moffs Council and overturned by a ¾ vote.


As more departments are created, further High Council seats will be added.

Imperial Progress Committee

The three members of the Progress Committee will frequently confer as their decisions have the most impact on member worlds. All three are member of the Imperial High Council.

Grand Moff

a.) Head of the Moff Council(elected position):This Grand Moff is an elected official heading the Moffs Council in addition to representing his or her own sector. He or she deals with the day to day details of the Moffs and, if necessary, defers to either the Grand Vizier or Emperor. While the Grand Moff does have limited autonomous authority over the Moffs, he or she must report regularly to the Imperial High Council, acting as a liaison to the government on behalf of the civilian population. Matters of war within any Moff’s sector are to be brought immediately before the Imperial High Council. The Grand Moff does not have authority to make martial decisions.

Claims of abuse of office will be taken very seriously. Should a claim be brought against the Grand Moff, he or she will be temporarily suspended for the duration of the investigation, carried out by the Imperial Security Bureau. Another Moff will be assigned to take over the responsibilities of office during the interim.

A Grand Moff serves a term of two months and is restricted to no more than three consecutive terms. The Grand Moff is voted in by the Moffs Council. Any Moff may submit his or her name to run for the office. In the event of a tie, the vote will then be presented to the worlds the Moffs represent and another election will be held. If, for whatever reason, a decision still cannot be reached, the Emperor will choose.

Commerce Minister

The person selected for this job is an appointed official directing the financial affairs of the Empire. He or she deals with matters of trade and finance and if necessary, defers to either the Grand Vizier or the Emperor. The responsibilities of the Commerce Minister include but are not limited to: stimulating trade between members; regulating trade in a manner that will prove fair and advantageous to all parties involved: and funneling Imperial funds allocated to the Commerce Ministry towards the creation of waylay stations where our many nations, spread across multiple galaxies, might come together to profit from trade with each other.

Claims of abuse of office will be taken very seriously. Should a claim be brought against the Commerce Minister, he or she will be temporarily suspended for the duration of the investigation, carried out by the Imperial Security Bureau.

A Commerce Minister is appointed by the Emperor and may serve a lifelong term unless deemed unfit either by the Emperor, the Moff’s Council, or the Board of Finance. A 2/3 majority vote of the Moff’s Council or the Board of Finance to remove the Commerce Minister will unseat the Commerce Minister.

Adjutant Marshal of the Imperial Armed Forces

The person in this position is an appointed official directing the direction of military funds and the expansion of the military power of the Empire. He or she is answerable to the Emperor, Moff’s Council, and his or her peer’s on the High Military Tribune Council. It will be the job of the Adjutant Marshal to assemble, equip, and otherwise prepare the military forces of the Empire in case of military action. Furthermore, he or she will work on request from any member nation to improve the military defenses of that nation after review of the request by Imperial High Council. It will also be his or her job to set up military bases or space stations in/orbiting all member nations if given permission so as to ensure a better defense of each nation and allow the Empire to create a widespread military force well equipped to deal with any potential problem. Finally, the Adjutant Marshal will maintain a Rapid Reaction Force created from voluntary contributions of member nations, wearing the uniforms of the GE and carrying standardized high tech equipment that would be on call at all times.

The Adjutant Marshal is appointed by the Emperor and may serve a lifelong term unless deemed unfit either by the Emperor or the Military Tribune Council. A 2/3 majority vote of the Military Tribune Council will unseat the Adjutant Marshal.

Council of Moffs

The Moffs’ Council is made up of elected officials, each representing a sector of the Empire. The Council convenes no less than once a week to discuss on-going affairs in their sectors, request aid from other sectors, discuss trade between sectors, etc. The Moffs’ Council deals with trivial day-to-day matters and votes on issues pertaining to the Empire’s civilian population. On matters of Galactic importance, i.e. matters of war or foreign aid, the Moffs’ Council could be asked to join an emergency vote in conjunction with the Imperial High Council. Whenever possible, each Moff should poll the member worlds he or she represents and cast their vote according to the Sector’s wishes. The practice is not a requirement but the Moff should keep in mind that those who he or she represents are also the ones who vote him or her into the office. It is the Council member’s primary responsibility to keep their sectors running smoothly and report any concerns to the Grand Moff, who will then report them directly to the Imperial High Council. It is important for each Moff to have a good working relationship with his or her peers. There should be constant communication between Council members.

In times of war or extreme emergency, the Imperial High Council or even the Emperor himself has the power to bypass the Council of Moffs and act without a vote. This will only occur when there is simply no time to call everyone together for a vote.

The Council of Moffs also has the power to impeach and depose the Emperor and the Grand Vizier if sufficient evidence can be shown that said officials abused the power of office or otherwise acted inappropriately or unfitting of the position. A vote of 2/3 is required by the Moffs’ Council to bring the matter to the Imperial High Council. If a 2/3 vote is met, the Moffs’ Council will combine with the Imperial High Council (minus the official on trial) to form an Emergency Impeachment Council. A vote of ¾ is required for the motion to carry.

The Council will grow with the increase of member worlds in the Empire. There is no set number of Moffs. As more systems join the Galactic Empire, new Moffs will be elected to represent them.

Board of Imperial Finance

The Board of Imperial Finance is comprised of 3 members: the Commerce Minister, The Chairman of the Imperial Bank, and the Viceroy of the Imperial Galactic Trade Federation. The board is responsible for overseeing the overall financial state of the Empire, keeping checks on the duties of each individual office, and delivering monthly reports on their findings from point A to the Moff’s Council and the Imperial High Council. In any matter of voting within the Board, a 2/3 majority vote wins. The Commerce Minister will stand as head of the Board and the representative of the Board to the High Council and the Moff’s Council.

Chairman of the Imperial Bank

The Chairman of the Imperial Bank is appointed by the Emperor and will have terms of 2 months, after which the Emperor will consider whether to reappoint the same Chairman or a new one. The duties of the Chairman are to manage Imperial funds, sell Imperial Bonds to raise money, borrow and loan from our nations and/or other alliances that the Empire has positive diplomatic relations with, manage interest rates for loans, set up currency conversions between member nations and trading partners, and mint new Imperial Credits while encouraging members to use Imperial Currency when trading with each other. The Chairman will also be responsible for collecting the members' income tax of 10%.

Claims of abuse of office will be taken very seriously. Should a claim be brought against the Chairman he or she will be temporarily suspended for the duration of the investigation, carried out by the Imperial Security Bureau. Another Chairman will be assigned to take over the responsibilities of office during the interim.

Imperial Galactic Trade Federation

The Trade Federation is responsible for the commercial expansion of the Empire and the management of Imperial resources. The Federation will lay claim to resources, upon approval from the Moff Council, that are sole property of the Empire as a whole and will be used to further Imperial economic interests. They will also be responsible for discovering and opening new trade routes, as well as enforcing lawful usage of these routes, and to that end will maintain an appropriate tax on these routes that will favor GE members. Also included in the duties of the Trade Federation will be the encouragement of member nations to actively tap their available resources and offer economic incentives to engage in international trade with their peers in the Empire. The Trade Federation is run by a Viceroy who will be appointed by the Emperor for a life term, though abuse of power will lead to an investigation by the ISB with appropriate punishment which might include removal and replacement of the Viceroy.

Imperial Tribune Council

The Imperial Tribune Council will be made up of 13 members at all times: 2 civilian and 11 military. The Council will be headed by the Emperor, who is the civilian Commander and Chief of the Empire. The three most senior members besides the Emperor will be the Adjutant Marshal(civilian), the Supreme Commander, and the Grand Admiral. These 5spots will be permanent positions. The other 8 spots will be filled by representatives of each branch of the military. The Air Force and Marines will each have 1 of its 2 Generals on the Council, and the Navy and Army alike will have 2 each of their 4 Admirals and Generals(respectively) on the Council. These members, will serve 2 month terms and will alternate, each with the other Admirals and Generals not on the Council during the first 2 months serving during the 2nd two months. The original appointments will be decided by the permanent members, with the Emperor acting as a tie breaker vote. The Tribune Council will be in charge of running military campaigns, managing overall military resources, keeping track of the total forces of the Empire, and holding tribunals for military personnel found out of order.



Special Services

Imperial Intelligence

The department of Imperial Intelligence is responsible for covert intelligence gathering, such as enemy infiltration and external espionage. It is used to detect outside threats before they threaten Imperial citizens. It is headed by the Director of Imperial Intelligence and is responsible for training the Black Ops branch of the Imperial Armed Forces. The Director will be appointed by the Emperor and can only be removed by a 2/3 majority vote of the Imperial High Council or the Emperor himself. Further information is classified.

Ambassadorial Corps

The Ambassadorial corp will consist of the Empire’s Grand Peace Ambassador and the alliance ambassadors. The Grand Peace Ambassador will be selected by the Imperial High Council, and can only be removed by the Emperor, the High Council, or the Moff Council (in the latter 2 cases, with ½ of the vote). It will be the responsibility of the GPA to represent the interests of the Empire in conjunction with the Emperor and the Grand Vizier during times of war and also to – when instructed- help mediate external conflicts that might affect the Empire. They have unlimited authority to negotiate within parameters given to them by the Imperial High Council.

Alliance Ambassadors are on the other hand are tasked with representing the interests of the Empire among those alliances with which we have favorable diplomatic relations with. They will receive their mandate from the Imperial High Council and will be expected to carry out their charges accordingly, reporting back to the Imperial High Council. They can only be removed from their charge by the Emperor or the High Council, but any member who believes that the ambassadors are not carrying out their duty properly should report their concerns to the Emperor or the Grand Vizier.
